How do I climb out of low elo

I’m bronze 2 right now and have been trying to develop my skills like aim, crosshair placement, etc. but no matter what I do it feels like I just get instaheadshotted before I can react. It feels like the people im playing are way better than they should be. Is everyone just insane at this game or am I doing something wrong? Thanks
