cannot install bazzite. stuck on steam machine conntroller connection screen

so im following the install guide letter to letter. after installing from installation media and booting, i begin the steam setup and then get to the screen that says "updating calculating time remaining"
it stays on this screen forever. if i reboot, i get to a screen that says "if your controller supports bluetooth, select next to pair to your steam machine"
then "please unplug your controller and press the highlighted buttons to enter pairing mode"
this is where im stuck. i cannot get past this.
