:bug: Bug: Group messages from non-allowFrom senders not delivered to agent
In a WhatsApp group bound to an agent via bindings[], only messages from senders listed in channels.whatsapp.allowFrom are delivered to the agent. Messages from other group participants are received by the gateway (confirmed in logs as inbound web message) but never presented as user turns.
Config: Group is in groups{} allowlist with requireMention: false. Agent is bound via bindings[].match.peer.kind: "group".
Steps to reproduce:
1. Set up a WhatsApp group in groups allowlist
2. Bind an agent to that group
3. Have someone whose number is NOT in allowFrom send a message
4. Agent never sees it — only allowFrom senders get through
Expected: When a group is allowlisted, all participants' messages should reach the bound agent.
Tried: Adding groupAllowFrom, removing it — no change. The allowFrom DM filter appears to also gate group senders.
Extra complication: Some WhatsApp users only have LID identifiers (not phone numbers), making phone-based allowlists impossible for them.
