fullscreen/windowed fullscreen problem

everytime i go into fullscreen windowed all colors are watered out or looks like i turned the saturation on my monitor to negitave and even when i try to go fullscreen the screen just completely freezes and theres nothing i can do either i play windowed with normal colors and the annoying bars at the top and bottom or i played windowed fullscreen with dull colors which make the game look horrible.
