Neon DB never scales to 0
NeonI'm using a constant 0.25 CU constantly even though I have scale to 0 after 5 minutes of inactivity.
Is this expected behavior? If not, are there any common culprits? This is for an app used by me and 1-2 other people, so there definitely aren't 24/7 connections.
