Fps Capped

so i redownloaded valo again, its all updated. When I play my game is capped ay 60 Fps (Fullscreen) which this does not happen, but when i play on (Windowed Fullscreen) my fps is not capped to 60. Idk what to do I always play on stretch. And i decided to turn on Vsync in (Windowed Fullscreen) Vsync does not work, what do i do?
