GPU Power Capped

I purchased an RX 9070 XT and installed bazzite (not tested this setup on windows).It seems my GPU power usage is capped around 100W in some games (Warhammer 40K, BG3) despite being on "performance" power mode. I'm using latest bazzite GNOME image for desktop.
My CPU is AMD Ryzen 5 5600X, not sure if it's bottlenecking.
Has anyone hit these issues before? What are some troubleshooting steps I can take? I'm new here, what do people normally use to do 3d benchmarks?

That makes sense.
I think I fixed it
I rebased to bazzite gnome testing branch which did not change anything.
Then i tried changing this setting in LACT:
i had it set to performance level highest_clocks. I set it to automatic and power draw went up to like 250 in no man's sky. Nowhere near the windows power usage but performance is great and like you said, probably less demanding on linux
Will test other games soon, and I'll mark this as solved in case anyone else runs into this.
