Heater extruder not heating at expected rate before and during priming blob

Hi guys, sorry if this is a weird item.
This is a random issue and I can't seem to figure this sucker out. Sometime the printer works perfectly fine and sometimes the I get this heater error at the beginning of the print.
After heating the bed and the hotend to the required values, the extruder will move to the priming blob location to start the blob and the extruder temp value will drop an crash klipper. I thought it was extruding plastic at to fast of a rate cooling the extruder but this last time I watched the temp drop before it even started the priming blob or extruding plastic.
If the machine gets past the print blob state, it will complete the rest of the job perfectly. It's just at the beginning that this randomly fails.
I've done the PID tuning for the filament temp and saved it, multiple times. I've checked the insulating boot and it's still perfectly snug. The hotend is a phaetus Rapido UHF. I just recently updated my machine firmware after it sat unused for a year and updated the card.
Any thoughts? I'm sure I'm missing something obvious.
