Combining Voxy and Distant Horizons

MC 1.21.x🛠️Mod CompatibilityThe server I'm playing on has a very low max render distance and with only Distant Horizons it doesn't look very good.
Is there a way to change when DH sets in so voxy generates the closer chunks at full quality and Distant Horizons covers the rest?
Or is there another workaround for Servers with very low max render Distance (I'm talking like 3 Chunks)
