Val made me re download windows

yesterday i wanted to download val on my new rig and it was all fine till i restarted the pc , whe it turned in it wouldn’t let me click any file or app and it was frozen on main screen ( could only move cursor and couldn’t open task manager or command) any suggestions? No Access
