about shell/exec tool

I just want to make my openclaw gateway(on ubuntu) run all shell commands,
my configuration is as below:
"tools": {
"profile": "messaging",
"allow": [
"group:openclaw"
],
"exec": {
"host": "gateway",
"security": "full",
"ask": "off"
}
},
but when I try to make it run some commands, like:
check free memory available
the openclaw gateway will answer:
I don't have a shell/exec tool in this session, so I can't run commands directly. You can check
free memory yourself with any of these:
I have tried to change some configurations but can never run any shell commands.
This gateway is a vertial machine in the cloud.
seem openclaw gateway on local machines have no this kind of issues.

Solution
(You don’t need
group:openclawgroup:runtimeThen:
1)
openclaw gateway restart2) Start a fresh session (
/newfree -hIf you already have that and it still says no exec
Most common cause: you’re editing a different config file than the service is using.Please paste the output of:

openclaw --version-
openclaw gateway status-
openclaw config get tools
