Install Flatpaks to External and add Steam Games to External

Okay, I have more room since I have sucessfully made Bazzite my only OS, however when I used Nobara I did run out of room, rather than dealing with 1tb I would rather depend on a 3TB external drive. I would like to know how to
A. Install Flatpaks to the external (I looked it up and tried to use the commands it gave me but I got this message: mkdir -p /mnt/run/media/Rover/FLATPAKS//flatpak
mkdir: cannot create directory ‘/mnt/run’: Permission denied
B. Make Steam install my games on the external, I set it up but it looks like it didn't change the drive, its still defaulted to the main drive
