Can't restore backup

I have a backup from 2.4.1 I need restored. i have tried pinning the version to 2.4.1 and using cli restore steps and when doing so got this error:
ERROR: DROP DATABASE cannot run inside a transaction block
When I completely remove the compose and start from scratch with the attached env and compose, and try to click restore backup on the new instance screen, it throws this error and then goes into maintenance mode:
NetworkError when attempting to fetch resource. (HTTP )
I don't really know what to do I feel like restoring backups has always been finnicky for me and it just plain wont work.
