Nvidia RTX 5070 not using full power?

My Nvidia RTX 5070 has been nothing but trubble. I cant seem to make it work properly with my games and the preformance is quite lackluster. I mostly play Marvel Rival theese days and i fully depend on 4X frame gen just to reach 165 fps in 1440p Lowest ultra performance settings. I tried turning on legacy preformance things in the command prompt and it dosent make a diffrence. I've tried using the steam launch options commands to make it work better and it dosent help. When in game it never uses more than 150 watts out of the 250 it can use. And it never uses more than 60% of the total gpu "Power". And it dose this in most games i play theese days
