micro stutters

so ive been experiencing these micro stutters that happen usually when i shoot or i get shot at, sometimes happen by just looking at an enemy, my system specs are i5 9400f, 1660 super, 16 gigs ddr4. i had my pc professionally cleaned and thermal paste reapplied and have tried most common methods to get valorant to stop stuttering. help would be much appreciated.
