logical replication to neon constantly getting reset

PythonI have a cloud sql readreplica publication that my neon db subscribes to, but from the readreplica i see
and from the pov of neon, i see
pick up, but never update the lsn and get dropped immediately
I turned off scale-to-zero and reset the subscription, but I'm not sure what else is worth looking into
