Manila Server High Ping - ISP: Cheetah Broadband

Is anyone else having high ping in Manila server? I'm from Rizal, PH and I had 7ms before. Now it's at 70+. HK server is better. Anyone knows how to fix this?
I reached out to my ISP (Cheetah Broadband) but haven't received a reply yet. Wondering if they'll be blaming Riot for this.
Anyone else from or near the area having the same issue?
