How to contact neon integration (vercel) support for one time waiver?

hello guys
I had a neon integration in my vercel project which i thought was under free plan
a few day ago, I recieved a mail from vercel saying that I have to pay around 18 dollars for some compute hours
I was shocked, because i was under the notion that its still hobby tier
now being a student, i can't afford paying this amount
I raised a support ticket on vercel, to which they have replied after 15 days, saying that you must raise a help ticket on neon
But when i am trying, it is saying me to upgrade my plan or try asking in discord server
what should i do know?
I have recieved dozens of mails from vercel saying they will ban my account
pls help me!
