[changesets] linking to a different repo
BTW changelogs exposed at https://github.com/ts-plus/installer/blob/main/CHANGELOG.md, unfortunately we need to keep the typescript repo in an easy to rebase state and we lose attribution of changes but thanks to @Unknown user for all the fixes
