Micro Stutters and Massive Ping Spikes

Today is the first time in recent history that I have had multiple micro stutters lasting no more than ten seconds each with constant ping spikes ranging from 20 to 2K ping. Normally, I receive a steady 20 ping. Does anyone else have this problem, and if so, how can I fix it? All of my drivers are up to current, and my computer is not overheating.
