Well it's entirely preference based and up to the designer. People are big fans of visual cues though so having icons can be a great way to draw their attention to buttons you want them to focus on. Additionally, people associate icons with different actions now (such as 3 horizontal lines stacked on top of each other being the navigation on a mobile page).
Just be careful of two things.
1. Don't rely solely on icons and always have text to accompany the button. This is both for accessibility and to avoid confusion.
2. Be careful to avoid using the wrong icon. Again, people associate the icon with an action, so try not doing things like using a checkmark with a "Delete" button 😂
