HGL weird download behaviour (Divine Divinity & Against the Storm)

I posted about Divine Divinity the other day not downloading the correct files, but i also saw today that it does similar things with Against the Storm. While the offline installer is of the Stable branch of the game, with HGL it downloads the latest beta. is this an HGL issue or an issue of the game?
