There seems to be no relationship between default fan speed and the actual reported fan speed of t

There seems to be no relationship between "default fan speed" and the actual reported fan speed of the 4028 PWM (which is set correctly to 25hz in printer.cfg) is it the same for others with the 4028 fan? The only thing that seems to influence the print fan speed is the "max fan speed" for some unknown reason.
