Loading the game starts at 37%
Downloads only 70gb of 100gb, then writes fully installed.
Checking doesn't help.
The game was purchased from epic.
The problem is observed on Ubuntu and Steam Deck.

Well, according to that log it is a network issue. But if we want to make absolutely sure:
There's a Ginger.logGinger.log file in /home/deck/.var/app/com.heroicgameslauncher.hgl/config/heroic/GamesConfig/home/deck/.var/app/com.heroicgameslauncher.hgl/config/heroic/GamesConfig. Send that file into here

Download percent when resuming has always been borked, the way we're storing it is somewhat weird & needs some changes
Regardless of what Heroic displays, Legendary will download the full thing (or at least what it can download)

To clarify: When you cancel a download, Heroic remembers "Ok, for this specific install folder, you've downloaded 5.39%". The next time you then start the download, it's gonna re-add those few percent (even if you've since deleted all the files in that folder). In addition (and here I'm not too sure), Heroic doesn't clear this stored progress even if your install finishes completely (so if you uninstall the game & then re-install, it's gonna still start at 5.39%).
Legendary also prints out how much data can be re-used when you install a game, so we could just read it out from there instead. I've implemented it in https://github.com/Heroic-Games-Launcher/HeroicGamesLauncher/pull/2376, but there are other issues with that PR (as you can see)

Network issue. Might be a regional thing (which is why other people from your forum there are experiencing it as well). Nothing we can do, and I suspect the official EGL also wouldn't work well either

This is a regional issue, no-one outside of Russia can reproduce it

Although again, the new Legendary version didn't touch anything related to the code that's failing here, so I'd really doubt it would change anything

That install log seems fine (you just cancelled the install after 0.16%)
The game is not launching there since the launcher needs VCRuntime (install through Winetricks)
