An egress cost is getting charged for moving data outside of a Cloud. Like with S3, if you have a 10 MB Image, each time that image is requested by a web browser, you'd be paying S3's GET operation cost + Egress Bandwidth Cost. With R2, you just pay for the operation, regardless of size

So to be very nitpicky: This is not a TOS clarification. This is explaining that by default, Cloudflare only caches web asset-related content like CSS, JPG, JS. ZIP. You need to set cache rules if you want it to cache things like HTML, JSON, TXT, or other types that might be dynamic.
