Curl stands for client URL, is a command line tool that developers use to transfer data to and from a server. When such "Curl error code" errors happen, it's usually related to an issue with your connectivity (on his/her end).
Now, if this happens with any server he/she tries joining, he/she could check his Internet connection (with the integrated Microsoft tools), try using a VPN to connect to this server, check if his/her firewall is somehow blocking him/her from accessing the server.
If this happen only with this server, wait for an answer from the RSM team!!

This error is typically caused by an issue with the HTTP/2 protocol [...], that was designed to be more efficient than HTTP/1.1.
Since this is happening only to your friend, it should be a network issue or a problem with the TLS connection: it will likely solve itself after a short period of time.
