How to make this mesh useable for VTuber model (Too many normals pls help)

Hello, I've just jumped into 3D modeling for my VTuber avatar with a friend, and I'm unable to figure out how to make it so this tail would have less polygons so I can use it in whatever Vtuber streaming software (drop recommendations for these too if you know of any, please), or in something like VR chat. I know I can delete the faces or edges but I don't know how to make sure it would still work for being rigged (which I am going to learn how to do as well). Please don't say this is a huge process/really hard because trust me, I am aware, but I am determined. Can anyone help me with this dang tail?
