move_uploaded_file() function shows error!

I am on windows. I am using XAMPP. So when I use this function

move_uploaded_file($_FILES['image']['tmp_name'], $destine);

move_uploaded_file($_FILES['image']['tmp_name'], $destine);

Problem is there is a warning coming which says that this file does not exist. I have searched it up and it says to make that file writable but I didn't understand.

can you share the exact error, and the HTML for the form you're using? and where $destine points I won't be able to reply til later, though
