What does step queued mean when I filter on something and give a test snippet?
I have set the filter to OnlineRightNow yes.

If you apply the 'OnlineRightNow' filter criterion in the Novu platform, messages can be filtered on the basis of subscriber's online status at that moment and if the subscriber is active within the last X (specified time) minutes, then the message will be delivered to them as well.
Therefore, the outcome of this filter will be that any notifications fitting the specified criteria will be sent to the subscribers in real-time or in batch form.
