Gifting is currently bugged and we have no notice on when it will be fixed.
If you are making a ticket on "not receiving" a gift or a friend not receiving your gift, it's because this feature is temporarily bugged. To prevent possible losses on tokens, we advise not to use the gifting feature until developers can fix it. You will be able to give friends chat/overhead tags soon, so please be patient!
