its not obeying the ones i set in winecfg

I think you can set dll overrides with environment variables? https://www.winehq.org/docs/en/wineusr-guide.html#AEN333 you can configure env variables in the game settings, there's a table to put key/value pairs\

you want the variable name to be WINEDLLOVERRIDES and the value to be version=n,b

couple of things jump out at me:

you should be using Wine-GE, (mayble enable DXVK) and are you missing graphics drivers?

your GPU is new enough it just depends on if you have new enough drivers installed also enable DXVK you forgot to do that
