No waiving of $5 dollar fee, even though qualified.

Can someone clarify the rules for having the fee waived? Based on the blog article from Railway, my account should have been eligible for no forced monthly fee. However, it has not been. Im just very confused by the rules.

have you ever paid a non zero bill before July 3rd? that was one of the requirements, along with a railway account in good standing, and a very active github account, and a few other things that i forget
