What can be a cause of this, hostinger said that not pointing correctly back to ip

What does the 403 page look like? Does it have Cloudflare branding on it
Fixed it. Now looking for a captcha-enable function on a free plan
If you want to challenge absolutely everyone, you can enable Under Attack Mode (IUAM), under Quick Actions in the overview or under Security -> Settings -> Security level "I am under attack". This is usually what you see people enabling in order to challenge everyone.
I wouldn't recommend it though if you can help it/If you're not actively under attack. If you are under attack persistently, I would recommend trying to create a rule to stop it directly: https://community.cloudflare.com/t/mitigating-an-http-ddos-attack-manually-with-cloudflare/302366
There are lots of other security controls you have as well, like increasing your security level to challenge people with worse IP Reputation, trying community suggested firewall rules to challenge/block specific malicious traffic (https://gist.github.com/Le0Developer/4c68f9a878a4cc2db88755ae06191dbc), using the free unmetered rate limiting, etc.
A lot of sites use Cloudflare and you might not know it, for example Discord does, all of these messages are going through Cloudflare right now, and they don't need to challenge everyone, yet they still remain protected. Cloudflare has built in DDoS Protection and such as you probably know, it just only kicks in after a fair amount of requests (like ~100 requests per second or so, due to sampling)
