make sure to enable DXVK and VKD3D in the settings, you have NVAPI enabled but not the others
also this setting looks odd
"winePrefix": "/home/deck/Desktop/GAMES", should be something like "winePrefix": "/home/deck/Desktop/GAMES/Outriders" for example, you can change that in the settings of the game

Due to permissions, you should put your prefix into
/home/deck/Games/Heroic/Prefixes/Outriders and try again
