Mazda miata
For example, how do we leave the headlight of the Miata on or half open, how do we wink with the Mazda Miata?

You can't wink, the only way you can get them half open is by modifying it in the handling editor

Go to F7 > Edit Preset > Look for something called fPopUpLightRotation and set the value to around 50. Feel feel to play with the number value to your liking 
To add onto this, on controller you can move Pop-up headlights with the Left Stick up and down. I haven't confirmed if this is all vehicles with pop-ups, but it does work on Miata and Silvia
I didn't look to see if there is a keyboard equivalency for this
