there's tons of websites you can use, I personally recommend namecheap, it supports root level cnames and is easy to use and configure

I don't know if all providers work for configuring the domain name on Railway. Do you think it will work with "https://www.hostinger.com/"? I need a .fr domain ?

probably, but with hostinger you'd need to use a cloudflare proxy to configure a CNAME on the root which is a lot of extra effort on your end

worth it though imo getting everything on cloudflare is your best option
