I was trying to pay $5 for the Hobby plan, and then my card was declined, after a few second I got a message saying I have an unpaid invoice, the invoice amount is $5

call your bank and make sure they aren't declining the payment, and then once you know there's no issue on the banks side of things, you can email [email protected] and they will set you up with a way to retry the payment
