Can you downgrade to Hobby from Pro?
If I upgrade to Pro in anticipation of increased utilization and it turns out that I don't get the anticipated traffic after a month or two am I able to downgrade back to the Hobby Plan?

a pro account is like another account within your main account, so yes you can transfer your project back to your hobby account and then cancel pro

but if you have a userbase / clients, you'd wanna be on the pro plan anyway, since a project with a userbase / clients is not typically regarded as a hobby project anymore
I think you are right with that logic. So when I upgrade to Pro, do I have to re-setup the projects from Hobby again in Pro or is there a mechanism to move them without repeating the setup?
when you upgrade to pro you are automatically asked what projects you want to move over, but you can always move additional projects after the fact through the projects settings
oh also, I should note that when you move a project over you must redoploy the services manually for them to be given the new resources you get from pro
