It is not a requirement to join the Discord server. You can still be a creator in the game after you are approved.

Correct. Players who reach the Ace tier and are ranked in the top 500 on their server will reach the PUBG Conqueror tier. The PUBG Conqueror tier is updated every day at 00:20 UTC.

Regarding minimum rank points you need to obtain the Conqueror tier at the current time, you can check the minimum rank points by tapping on your current rank in the season menu of the game.
