Pwhenever you run a1111 it will revert to this version. You can change it directly to the version you want, be careful, make a backup of the file first.

PWell, I would manually uninstall the current version, with pip uninstall, leaving the correct version you want in the launch_utils.py file. I would make sure that there is no SET TORCH_COMMAND line in web-user.bat and then run web-user.bat again and it will install the environment. But if you are booting from another bat than the original, it may be doing something earlier and causing the problem.
