Migrating a database from AWS RDS to Railway

Does anyone have a guide or know how to transfer all tables and data from AWS RDS (Postgres) to Railway?

this wouldn't be specific to railway, any guide that shows you how to dump an RDS database and restore it to a regular postgres database will do you just fine
