Can variable refs to databases be shared between projects?
Can I use variable refs in the environment vars outside of a specific project to share db ref between two services in different projects?

No, but (not sure if this is possible) is what happens if I move a service to the same project as a workaround, or you use an entrnal secret manager like Doppler to handle the management of variables in one place.
