For reference: The Play button turns yellow and says "playing" for a split-second before reverting. No error message displayed.

Just opened the game files on my PC install and "system/system" doesn't seem to exist.
I have no idea why it would.
Enabling those other things globally too.

There’s a setting to disable WiFi power management in the Developer menu
Try turning that setting on
Enable developer mode in Settings, System or General
Then a new Developer menu will be in the bottom of the settings menu

I recalled the "system/system" bug, and noticed there was an uppercase System folder and a lowercase "system" folder. I dragged one into another like that error stand said

The folders were right next to each other, but I dragged the "system" folder into "System" as the file path shows

are supposed to be the same folder, but there might have been a case sensitivity issue at some point
because looking at SteamDB and searching through some of the files in system
, they look like they belong in System
