Blobs on edges of top layer infill

I am having trouble smoothing out the top layer. At the edges there is a lot of material that I can't get rid of. I've tried tuning pressure advance but doesn't seem to get rid of it. When I tune flow rate, a significantly lower rate gets rid of the extra material for.the edges but then for the body of the infill it is under extruding with gaps between the lines so you can see the layer under it. Are there any other settings I can try?

Could try adjusting infill overlap

Also reduce speed for the top layer finish and slightly reduce flow if required

Infill overlap didn't do anything, no change from 23-15% down by 2% per cube

Here's the overall flow when reduced it is a bit better but then the lines are underextruding
