weird deployment error notifications when migrating redis

I have a project with many stopped services, with a connected redis. My discord is getting repeated webhook notifications it's trying to remove a service in an infinite loop since migrating the redis:

migration ended up working fine, but along the way was alot of errors popping up through discord, and it ended up restarting stopped services.
