Unable to connect to the database over the public network

Hi, I have a PostgreSQL database and after experiencing some payment issues, my database appears to be empty. The message I receive is: "We are unable to connect to the database over the public network." I was asked to try connecting using a specific command, but this command does not work. Could you please assist me in resolving this issue? My project ID is '3d660d1a-86c4-45ef-b48b-a736ba2b4020'. Thank you for your help.
