Can i able to trigger event to all subscribers based on their custom key value
I have checked broadcast , it worked well , but it has limitation 100 per request,
Any other solution , please let me know ?

I think you misunderstood broadcast with bulk trigger.
Broadcast does not have any limitation of 100 per request. it is with bulk trigger
Broadcast sends notification to all subscriber when you trigger a workkflow using broadcast. If you want to send notification to filtered subscriber with some key value pairs, you can use step conditions (filters) for this
