Solution:
Yeah I had to go thru and make a bunch of stuff run as administrator and disable full screen optimizations and it works now

Go to C:\Riot Games\Valorant\Live\ShooterGame\Binaries\Win64\ And run the file Valorant-Win64-Shipping.exe @Squirmy Any updates?

Just locked at 75 fps and can't change it but that's my monitor refresh so it's fine
