Isn't that basically a vpn?
It's a public DNS resolver, it is kinda similliar to VPN. But when you use Warp, your internet traffic is encrypted and routed through Cloudflare's network, potentially improving speed and security. With VPN, you slowed down your internet speed.

open command prompt as administrator and type these commands in order.
netsh int ip reset
ipconfig /release
ipconfig /renew
ipconfig /flushdns
netsh winsock reset
