Yeah we did a reset and all loot is respawning without a problem it was just the enemies.

I mean, its probably intended. If someone goes to clear out a cave, then it makes sense that its cleared out. I know the enemies respawn over time but I don't think there was ever a case where all of the enemies in a cave would respawn just because someone "new" to that cave went into it.

I would suggest if you’ve already saved you may be out of luck I’m not sure though. For future reference always save before doing something like adding all items because then you can go back to that save. I’m sorry you’ve run into this issue
